The African Institute for Health and Development AIHD is a non-profit, NonGovernmental Organization (NGO) that was established in June 2004 in Nairobi, Kenya, by a group of accomplished African researchers and academicians. The Institute’s focus is on implementing evidence-based programming, conducting research, training, and advocacy on health and development issues that are contextually relevant to Kenya and to the African
continent. The Institute is involved in policy formulation on key development issues such as poverty alleviation, gender mainstreaming, health promotion, Non-Communicable Diseases (NCDs), Neglected Tropical Diseases (NTDs), and social protection. The Institute
implements its activities in partnership with local, national, regional, and international
partners.1.1 Kenya Neglected Tropical Diseases (NTD) Program
The Kenya NTD Program is guided by two key documents: the NTD Master Plan (2023-2027). The NTD Master Plan focuses on four (4) diseases (Trachoma, soil-transmitted helminths (STH), schistosomiasis (SCH), and lymphatic filariasis (LF)) and aims to accelerate elimination. The overall goals of the ARISE II program are: (i) increased sustainability through strengthened government and community leadership; and (ii) achieve accelerated
progress towards NTD elimination goals.To achieve this, the program has put in place the following strategies:
(i) Mapping for schistosomiasis and soil-transmitted helminthiasis;
(ii) Expand and increase MDA coverage;(iii) Increased behavior change communication (BCC) and NTD water, sanitation and
hygiene (WASH) interventions;
(iv) Increased advocacy, coordination, and partnerships; and
(v) Strengthen systems for supply chain, monitoring, evaluation, surveillance and
research.1.2 Program outcomes
Over the two (2) years, the project has achieved the following outcomes:
(i) Mapped SCH and STH in the lakeside region and used the data to inform control and elimination interventions of these two diseases;
(ii) Conducted an expanded and increased MDA coverage that reached the at-risk population, through a community-based integrated MDA approach by attaining 100% geographical coverage and at least 80% epidemiological coverage for each PCT round, targeting the entire eligible population;
(iii) Multisectoral collaboration with other sectors and ministries (WASH partners, Ministry of Education, Environment, water service providers, private sectors, among others) to garner support for NTD-WASH interventions;
(iv) Increased advocacy, coordination, and partnerships through the establishment of coordination mechanisms such as NTD Technical Working Groups (TWGs) at the Lake and Coast Regions, engagement of the Council of Governors (CoGs),
and dissemination of disease prevalence data; and
(v) Establishment of an M&E implementation plan on NTDs, inclusion of indicators on WASH and NTDs in existing government platforms such as the Kenya Health Integrated System and electronic Community Health Information System (eCHIS) etc.Project Overview
Kenya is currently implementing the second phase of the Accelerate Resilient Innovative Sustainable Elimination (ARISE II) of NTDs. The ARISE II focuses on Soil Transmitted Helminths (STH) and Schistosomiasis (SCH) treatment. The STH/SCH program is being implemented in the Lake region in the counties of Kisumu, Siaya, Homabay, Migori, and Busia, and the Coast region in the counties of Mombasa, Kwale, Tana River, Lamu, and
Taita Taveta. The program is envisaged to support and realize the Kenya National Neglected Tropical Diseases (NTD) Master Plan 2023-2027 objectives, which directly reflects the commitment of the Government of Kenya (GoK) to achieving the global and national goals of prevention, control, and elimination of four Preventive Chemotherapy (PC) NTDs endemic in the target Counties. In line with this, mass drug administration (MDA) is being
implemented by the Ministry of Health (MoH) – Vector-Borne and Neglected Tropical Diseases Unit (VBNTDU), while working closely with County Governments and in partnership with the African Institute for Health and Development (AIHD) and with financial support from the END Fund under the ARISE II project.3. The Coverage Evaluation Survey
Preventive chemotherapy (PC) is one of the primary intervention strategies for programs aimed at the control and elimination of five NTDs, namely – Lymphatic Filariasis, Onchocerciasis, Schistosomiasis, Soil-transmitted Helminthiasis, and Trachoma. The PC is distributed through mass drug administration (MDA) and school-based treatments to treat at-risk populations at appropriate regular intervals. The MoH-VBNTDU will conduct an
MDA for STH and SCH in 94 wards in the Lake Region counties of Kisumu, Migori, Homabay, Siaya, Busia, and 50 wards in Mombasa, Kwale, Taita Taveta, Tana River, Kilifi, and Lamu Counties in November 2025.To monitor the success of the intervention, a coverage validation survey (CVS) will be
carried out immediately after the MDA. This is a valuable tool for evaluating program
performance.9.0 Time frame
The assignment is planned to take a period of two (2) months for all survey activities (including ethical clearance, preparation of inception report, pretesting, finalization of tools and survey protocols, training, data collection, data cleaning, data analysis, and report
writing).The assignment is expected to take a maximum of 2 months as detailed below:
• November 2025: contractual processes with the selected firm; Consultative meetings, Recruitment and Training, and research team, pre-testing of tools, among others.
• December 2025: Data collection; Data processing and analysis, report writing, dissemination of findings, and final report submission9.1 Response to proposal specifications and application requirements
